If the post code database is not geocoded than the datasets do not comply with the 2015 index requirements. Analyzing the technical details of the files https://aplicacionesweb.correos.es/descargaCP/Estructura_BD_Codigos_Postales.pdf shows a difficult geocoding processing for the desired result (post codes are at street level).
