However, following the list of Current Tenders https://www.mof.gov.tl/category/current-tenders/?lang=en provided by the Ministry of Finance, the information does not meet the above criteria.

While the license is fairly open (https://www.eprocurement.gov.tl/publicPage/showPage/4) it is not open under our definition.
