The Korea Law Information Center (KLIC) provides information on Korean laws and regulations including administrative rules, local laws and regulations, and legal precedents, as well as laws in force and their histories. The data on the site is only available in DOC, PDF, and HWP (a file format for Korean word processor called Hangul), and it is not available in bulk. The KLIC provides Web APIs so I answered "yes" to the question regarding machine-readability. However, the Web APIs are only accessible after the registration so in terms of the Web APIs, the data is not publicly available.
