The data is available in the OGD India (https://data.gov.in) website mentioned above with their links. The data is available in machine readable formats. The data portal provides important data pertaining to various aspects of the budget from 2011-12 to 2015-16 in machine readable excel format.

The Ministry of Finance website https://indiabudget.nic.in/index.asp on Union Budget provides up to date information about the budget (In XLS and PDF Format). The information available on OGD India is completely open for reuse and further studies and research. Same is the case with the data available on the budget website.
