A note has been sent to the HSE to clarify access and the licence.

In terms of infectious disease reporting, data would be available as part of the Computerised Infectious Disease Reporting as part of Health Protection Surveillance Centre https://www.hpsc.ie/CIDR/FrequentlyAskedQuestions/ . I have sent them a question asking about the availability of the data.
